What changed
Annex I LIST OF CHEMICALS (referred to in Article 7), Modified§
Explanation, written by a model and checked against the cited text
The updated Annex I list adds numerous newly listed chemicals in Parts 1, 2 and 3, including entries such as 2,4-Dinitrotoluene, 4,4'-Diaminodiphenylmethane, Beta-cyfluthrin, Bis(pentabromophenyl) ether, Bromoxynil, Chlorpyrifos, Chlorpyrifos-methyl, Empenthrin, Epoxiconazole, Fenamiphos, Mancozeb, Mecoprop, Mercury, Methiocarb, Perfluorooctanoic acid (PFOA) and its salts, Thiacloprid, Thiophanate-methyl and Benalaxyl.
Many existing entries have revised CAS, EC (formerly Einecs) and CN or HS code values, and several substance names and cross-references have been reworded, such as the description of the conditions in Article 8(6) and the naming of 1,3-Dichloropropene (cis).
Some substances present in the earlier list, such as several PCB, octabromodiphenyl ether and pentabromodiphenyl ether entries and asbestos sub-entries, are restructured with different code groupings and headings in the later list.

ANNEX I
LIST OF CHEMICALS
(referred to in Article 7)
PART 1
List of chemicals subject to export notification procedure
(referred to in Article 8)
It should be noted that where chemicals listed in this part of the Annex are subject to the PIC procedure, the export notification obligations set out in Article 8(2), (3) and (4) shall not apply provided that the conditions laid down in Article 8(6), first subparagraph, points (b) and (c) of the first subparagraph of Article 8(6) (c), have been fulfilled. Such chemicals, which are identified by the symbol # in the list below, are listed again in Part 3 of this Annex for ease of reference.
It should also be noted that where the chemicals listed in this part of the Annex qualify for PIC notification because of the nature of the Union’s final regulatory action, those chemicals are also listed in Part 2 of this Annex. Such chemicals are identified by the symbol + in the list below.
Sub-category: Subcategory: p(1) — pesticide in the group of plant protection products, p(2) — other pesticide including biocides. i(1) — industrial chemical for professional use and i(2) — industrial chemical for public use.
Use limitation: sr — severe restriction, b — ban (for the sub-category subcategory or sub-categories subcategories concerned) according to Union legislation.
An ex before a code implies that chemicals other than those referred to in the column Chemical may also fall under that subheading.
This entry does not affect the existing entry for cis-1,3-dichloropropene 1,3-Dichloropropene (cis) (CAS No 10061-01-5).
This entry does not affect the existing entry for soluble liquid formulations of methamidophos that exceed 600 g active ingredient/l.
Except motor fuels subject to Directive 98/70/EC of the European Parliament and of the Council of 13 October 1998 relating to the quality of petrol and diesel fuels and amending Council Directive 93/12/EEC (OJ L 350, 28.12.1998, p. 58).

List of chemicals qualifying for PIC notification
(referred to in Article 11)
This list comprises chemicals qualifying for PIC notification. It does not include chemicals that are already subject to the PIC procedure, which are listed in Part 3 of this Annex.
Category: p — pesticides; i — industrial chemical.
Use limitation: sr — severe restriction, b — ban (for the category or categories concerned).CAS No = Chemical Abstracts Service Registry Number.
This entry does not affect the entry in Annex I Part 3 for soluble liquid formulations of methamidophos that exceed 600 g active ingredient/l.
(#) Chemical subject or partially subject concerned) according to the PIC procedure. Union legislation.
An ex before a code implies that chemicals other than those referred to in the column Chemical may also fall under that subheading.
CAS No = Chemical Abstracts Service Registry Number.

Explanation, written by a model and checked against the cited text
Part 1's substance list has been reworked throughout, with CN codes replaced by 'ex' prefixed codes for nearly every entry, several EC/CAS identifiers revised, and new substances such as Dicofol, Pentachlorophenol and its salts and esters, PFOA and its salts, PFOS and its salts, and Decabromodiphenyl ether added, together with accompanying export-ban scope notes for some of them.
Part 2's introductory text now includes an express exclusion of certain mercury-added products from the export ban, referencing Directive 2000/53/EC and Directive 2011/65/EU, and the numbered entry table has been expanded with additional entries (9 through 13) covering batteries, switches and relays, cosmetics, pesticides/biocides/antiseptics, and non-electronic measuring devices, which were not present before.
Several existing entries in Part 2, such as those on cosmetic soaps, metallic mercury mixtures, and mercury compounds, have had their CN codes and CAS number formatting revised.
