Explanation, written by a model and checked against the cited text

Part 1 and Part 2 of Annex I now list numerous additional chemical entries that were absent from the earlier version, including substances such as UV-350, UV-328, UV-320, UV-327, chromium trioxide and related chromium compounds, Dechlorane Plus, several phthalate and stannoate compounds, Dodemorph, Metribuzin, Fenpyrazamine, Flumetralin, Metaflumizone and others, each with its associated CAS, EC and CN identifiers and subcategory/use-limitation codes.

Some existing entries also show added or revised CAS/EC/CN identifiers or code details, for example under Abamectin, Carbendazim, and Cyanamide, while the overall structure and introductory notes of Part 1 and Part 2 remain the same.

The supplied text is truncated before the end of Part 2 and the whole of Part 3, so further differences beyond that point cannot be described.

The AFTER text adds numerous new chemical entries across Part 1 and Part 2 of Annex I, including substances such as 1,2-Benzenedicarboxylic acid, dihexyl ester and its di-C6-10-alkyl mixed ester variant, Abamectin, Acrolein, Asulam-sodium, Bendiocarb, Benfluralin, Benthiavalicarb, Calcium phosphide, Chloridazon, Chlorsulfuron, Clofentezine, d-Allethrin, Difenacoum, Dihexyl phthalate, Dimethomorph, Dimoxystrobin, Fenpropimorph, Flusilazole, Fuberidazole, Ioxynil, Ipconazole, Mepanipyrim, Methylene dithiocyanate, Metiram, Molinate, Oxadiazon, Oxamyl, Penflufen, Profenofos, Quinoclamine, Silver copper zeolite, Silver sodium hydrogen zirconium phosphate, Silver zeolite, S-metolachlor, Sodium perborate/perboric acid sodium salt, Sodium peroxometaborate, Spirotetramat, Tralkoxydim, Triadimenol and Triflusulfuron-methyl, each with their CAS, EC/CN or category and use-limitation codes.

In the BEFORE text these substances are absent from both Part 1 and Part 2, and the earlier entry for Warfarin in Part 2 lacks the use-limitation code that the AFTER text adds to it.

The Part 3 list of chemicals subject to the PIC procedure is shown truncated in the AFTER text, so no comparison of that part can be described beyond what is visible.

Part 2 of the Annex likewise adds the corresponding new entries for 3-decen-2-one, 5-tert-butyl-2,4,6-trinitro-m-xylene, benzyl butyl phthalate, diarsenic pentaoxide, diisobutyl phthalate, cybutryne, tepraloxydim, triclosan, and tris (2-chloroethyl) phosphate.

In Part 3, the entry for Methamidophos changes its CN code from 29305000 to ex29308000 in Part 1 and gains a new separate Part 3 line for Methamidophos with HS codes ex2930.80 and ex3808.59 under the Pesticide category.

The Part 1 list of chemicals subject to export notification now includes additional entries such as 1,1-Dichloroethene, 1,1,2-Trichloroethane, 1,1,1,2-Tetrachloroethane, 1,1,2,2-Tetrachloroethane, Dibutyltin compounds, Dioctyltin compounds, Fenbutatin oxide, Lead compounds, Pentachloroethane, and Trichlorobenzene, none of which appeared in the earlier version.

A new explanatory note stating that an ex before a code implies that chemicals other than those referred to in the column Chemical may also fall under that subheading has been added before the tables in Part 1, Part 2 and Part 3.

The Part 3 list of chemicals subject to the PIC procedure now also includes entries for commercial octabromodiphenyl ether and commercial pentabromodiphenyl ether, including their listed sub-compounds, which were absent from the earlier version.

Part 1 of the Annex gains a number of new chemical entries, including Azocyclotin, Bitertanol, Cinidon-ethyl, Cyclanilide, Cyhexatin, Didecyldimethylammonium chloride, Ethoxysulfuron, Oxadiargyl, Rotenone and Warfarin, alongside expanded CAS/Einecs/CN code listings for Chlorate and a revised entry for perfluorooctane sulfonates and related substances.

Part 2 similarly adds corresponding new entries for the same chemicals such as Azocyclotin, Bitertanol, Cinidon-ethyl, Cyclanilide, Cyhexatin, Ethoxysulfuron, Oxadiargyl and Rotenone, and replaces the prior perfluorooctane sulfonates entry with a differently described entry for perfluorooctane sulfonate derivatives and related substances with new CAS numbers and CN codes.

Part 3 adds a new entry for Azinphos-methyl with its CAS number and HS codes, and replaces the earlier entry structure for perfluorooctane sulfonates and related compounds with a longer list of chemical names, CAS numbers and HS codes under a differently worded heading.
