Art. 21a Transitional provision, Inserted§
Explanation, written by a model and checked against the cited text
A new Article 21a has been added, setting out transitional limit values for fly ashes from biomass units for heat and power production, and for ashes and soot from private households, that contain or are contaminated by PCDD/PCDF and, in some cases, dl-PCBs, with those transitional values applying until specified end dates before the Annex IV values take effect.

Inserted in this version 02019R1021-20230610
Article 21a Transitional provision 1. A value of 10 μg/kg shall apply to fly ashes from biomass units for heat and power production containing or contaminated by polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/PCDF) and dioxin-like polychlorinated biphenyl (dl-PCBs) as listed in Annex IV until 30 December 2023. The value of 5 μg/kg provided for in Annex IV shall apply to fly ashes from biomass units for heat and power production from 31 December 2023. 2. A value of 15 μg/kg shall continue to apply for ashes and soot from private households containing or contaminated by polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/PCDF) as listed in Annex IV until 31 December 2024. For ashes and soot from private households containing or contaminated by polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/PCDF) and dioxin-like polychlorinated biphenyls (dl-PCBs), the value of 5 μg/kg provided for in Annex IV shall apply from 1 January 2025.

Not in every listWhat this means
Found in the text, but not every source lists it — the text comparison and the EU's own amendment metadata found this change; the amending act's instructions do not mention it. The source that does not name it is the amending act's instructions. All are shown; none is overruled.
Explanation, written by a model and checked against the cited text
The toxic equivalency factor table for PCDD and PCDF, previously spelled out in full in the annex, is replaced by a cross-reference to the TEF table in Part 2, third paragraph, of Annex V, and the calculated sum now also covers dioxin-like polychlorinated biphenyls (dl-PCBs).
Several concentration limits and their review clauses are rewritten: the short-chain chlorinated paraffins limit rises with a new Commission review deadline of 30 December 2027, the brominated diphenyl ether limit is replaced by a tiered schedule of 500 mg/kg until 29 December 2025, 350 mg/kg from 30 December 2025 until 29 December 2027, and 200 mg/kg from 30 December 2027, the PCDD/PCDF limit is lowered and extended to dl-PCBs with a 30 December 2027 review deadline, and the hexabromocyclododecane limit is lowered with its review deadline moved from 20 April 2019 to 30 December 2027.
New entries for pentachlorophenol and its salts and esters, dicofol, perfluorooctanoic acid (PFOA) and PFOA-related compounds, and perfluorohexane sulfonic acid (PFHxS) and PFHxS-related compounds are added, each with its own concentration limit and, for PFOA and PFHxS, a review clause referencing a 30 December 2027 deadline.

Explanation, written by a model and checked against the cited text
The maximum concentration limit entry for polychlorinated dibenzo-p-dioxins and dibenzofurans now also includes dioxin-like polychlorinated biphenyls (dl-PCBs) within the same 5 mg/kg limit, and the toxic equivalency factor table is expanded with a new dl-PCBs section listing TEF values for a series of named PCB congeners.
The list of substances with concentration limits gains new entries for pentachlorophenol and its salts and esters, dicofol, perfluorooctanoic acid (PFOA) and its salts and related compounds, and perfluorohexane sulfonic acid (PFHxS) and its salts and related compounds, each with stated mg/kg limits, and the polybrominated diphenyl ether sum entry is extended to include decabromodiphenyl ether.
The waste code table adds new entries for fly ash from peat and untreated wood (10 01 03), soil and stones other than those mentioned in 17 05 03 (17 05 04), and wastes from chimney sweeping under a new heading for municipal wastes (20 01 41), none of which appear in the earlier version.
