Point (a) now references Articles 25 and 26, rather than Article 25 alone, when listing requirements and obligations covered by the guidelines.

A new point (g) has been added covering the practical implementation of Article 8(2), Article 9(10) and Article 17(3) in line with complementarity and proportionality, aimed at consistency and avoiding duplication and additional burdens relative to the Union harmonisation legislation in Section A of Annex I, with those guidelines to be published by 1 August 2027.

The paragraph on issuing guidelines now states that the Commission shall involve the Board and adds SMCs alongside SMEs and start-ups as groups whose needs receive particular attention.
