The later version adds a new substance entry for Chlorpyrifos, listing its CAS number 2921-88-2 and EC number 220-864-4, at the end of Part A before Part B.

This new entry states that, for that entry, point (b) of Article 4(1) applies to concentrations of chlorpyrifos equal to or below 0,01 mg/kg (0,000001 % by weight) where present in substances, mixtures or articles.

No such entry for chlorpyrifos appears in the earlier version of Annex I.

dates added to the text: 2004-10-27, 2009-06-18, 2025-12-30, 2027-05-17, 2027-12-30 · dates removed: 2021-07-16

Explanation, written by a model and checked against the cited text

The list of referenced legal instruments now also includes Regulation (EC) No 1935/2004 on food contact materials and Directive 2009/48/EC on the safety of toys, and the earlier reference to a review by 16 July 2021 of the combined tetra-, penta-, hexa-, hepta- and decaBDE limit has been removed.

For each of the tetra-, penta-, hexa-, hepta- and decaBDE entries, the single combined concentration limit of up to 500 mg/kg for mixtures or articles has been replaced by a tiered structure of limits that distinguishes ordinary mixtures or articles, mixtures or articles containing recovered material, and toys or child-care products containing recovered material, with different mg/kg thresholds applying upon entry into force of the Regulation and then as of 30 December 2025, 17 May 2027 and 30 December 2027, and with food contact materials under Regulation (EC) No 1935/2004 excluded from these limits.

The PFOS entry's points 1 and 2 have been rewritten so that the limit for PFOS and its salts is now set at 0,025 mg/kg in substances, mixtures or articles, and a separate limit of 1 mg/kg is set for the sum of concentrations of all PFOS-related compounds, replacing the earlier separate thresholds for substances or mixtures and for semi-finished products, articles, textiles or coated materials.

Explanation, written by a model and checked against the cited text

The revised Annex I text adds a reference to Regulation (EU) 2017/746 on in vitro diagnostic medical devices among the introductory legal citations, renames the PFOS entry heading to "Perfluorooctane sulfonic acid (PFOS), its salts and PFOS-related compounds" and updates the cross-reference wording in the PFOA entry accordingly.

Within the PFOA entry, new points 4a and 4b set specific concentration limits for PFOA, its salts and PFOA-related compounds in certain fire-fighting foams, a new definition of "firefighting foam" is added after point 6, the end date in point 6 for fire-fighting foam use is changed from 4 July 2025 to 3 December 2025, and a new point 11 allows continued use of articles containing PFOA already in use before the expiry of certain exemptions, none of which appear in the earlier version.

The later text also inserts an entirely new substance entry for 2-(2H-benzotriazol-2-yl)-4,6-di-tert-pentylphenol (UV-328), with its own concentration thresholds, derogations and continued-use provisions, that is absent from the earlier version.

References to Directive 2011/65/EC in the entries for tetra-, penta-, hexa- and heptabromodiphenyl ether and decaBDE were corrected to Directive 2011/65/EU, and lowercase forms of the substance names replaced some initial-capitalised forms in those entries.

In the decaBDE entry, cross-references to point 2(b)(ii) and point 2 were changed to point 3(b)(ii) and point 3, and the wording on pyrotechnical devices and applications was adjusted to place "only if airbag relevant" in parentheses after seat covers/fabrics and to add "and" before airbags.

The numeral "1" preceding the Hexabromocyclododecane entry heading was removed.
