Explanation, written by a model and checked against the cited text

A new paragraph 5a has been added exempting plants, plant products or other objects subject to the measures in Article 1(2), point (g), that enter the Union in passengers' personal luggage or via postal services for personal consumption or use, from the notification obligation in paragraph 5, where the non-compliance concerns the absence of a phytosanitary certificate or other official attestation referred to in Article 99(1) of Regulation (EU) 2016/2031.

The new paragraph also requires competent authorities to keep a record of such non-compliance cases and to submit an annual report summarising those records to the Commission and the competent authorities of the other Member States via the IMSOC.

The earlier version of Article 66 contained no such paragraph 5a or exemption from the notification duty in paragraph 5.
