Paragraph 1 now extends the Regulation's scope to European Digital Identity Wallets provided by a Member State, in addition to notified electronic identification schemes and trust service providers established in the Union.
Paragraph 3 now also refers to sector-specific requirements relating to form, alongside the conclusion and validity of contracts and other legal or procedural obligations relating to form, and reorders the reference to Union or national law.
A new paragraph 4 has been added stating that the Regulation is without prejudice to Regulation (EU) 2016/679, with a citation to that Regulation's full title and Official Journal reference.

Article 2
Scope
1. This Regulation applies to electronic identification schemes that have been notified by a Member State, to European Digital Identity Wallets provided by a Member State and to trust service providers that are established in the Union.
2. This Regulation does not apply to the provision of trust services that are used exclusively within closed systems resulting from national law or from agreements between a defined set of participants.
3. This Regulation does not affect Union or national or Union law related to the conclusion and validity of contracts or contracts, other legal or procedural obligations relating to form, or sector-specific requirements relating to form.4.
