The provision now covers the period 2023-2027 rather than 2014-2020, and permits Finland to continue granting national aid based on amounts granted in 2022 rather than 2013, with the legal basis for the aid changed from Article 141 of the 1994 Act of Accession to this Article itself.

The degressivity condition in point (a) now refers to the total amount of income aid and sets the 2027 ceiling at 67% of the 2022 amount, replacing the earlier ceiling of 30% of the 2013 amount by 2020.

The final paragraph permitting continued aid in 2021 and 2022 under the same conditions and amounts authorised for 2020 has been removed entirely.

Article 214a National payments for certain sectors in Finland Subject to authorisation by the Commission, for the period 2014-2020, 2023-2027, Finland may continue to grant national aids which it granted in 2013 2022 to producers on the basis of this Article 141 of the 1994 Act of Accession, provided that: (a) the total amount of income aid is degressive over the whole period and in 2020 2027 does not exceed 30 67 % of the amount granted in 2013; 2022; and (b) prior to any recourse to this possibility, full use has been made of the support schemes under the CAP for the sectors concerned. The Commission shall adopt its authorisation without applying the procedure referred to in Article 229(2) or (3) of this Regulation. In 2021 and 2022, Finland may continue to grant the national aids referred to in the first paragraph subject to the same conditions and amounts as authorised by the Commission for 2020.

A new Article 214a was added, allowing Finland, subject to Commission authorisation, to continue for 2014-2020 the national aids it granted in 2013 to producers under Article 141 of the 1994 Act of Accession, subject to a degressive cap reaching no more than 30% of the 2013 amount by 2020 and to prior full use of CAP support schemes for the sectors concerned.

The article also states that the Commission shall adopt this authorisation without applying the procedure referred to in Article 229(2) or (3) of the Regulation.
