The provision now identifies Commission Delegated Regulation (EU) 2019/715 of 18 December 2018, on the framework financial regulation for bodies set up under the TFEU and Euratom Treaty and referred to in Article 70 of Regulation (EU, Euratom) 2018/1046, as the instrument that the Authority's financial rules may not depart from, replacing the earlier reference to Commission Regulation (EC, Euratom) No 2343/2002 of 19 November 2002.

Article 65 Financial rules The financial rules applicable to the Authority shall be adopted by the Management Board after consulting the Commission. Those rules may not depart from Commission Delegated Regulation (EC, Euratom) No 2343/2002 (EU) 2019/715 Commission Delegated Regulation (EU) 2019/715 of 19 November 2002 18 December 2018 on the framework Financial Regulation financial regulation for the bodies set up under the TFEU and Euratom Treaty and referred to in Article 185 70 of Council Regulation (EC, (EU, Euratom) No 1605/2002 on the Financial Regulation applicable to the general budget 2018/1046 of the European Communities OJ Parliament and of the Council (OJ L 357, 31.12.2002, 122, 10.5.2019, p. 72. 1). unless the specific operational needs for the functioning of the Authority so require and only with the prior agreement of the Commission.
