The heading now refers to notification of a decision to register, refuse or withdraw registration and publication of the list of registered credit rating agencies, and the actor performing notification, communication and publication tasks changes from the competent authority of the home Member State to ESMA, with the Commission's publication role limited to publishing the updated list in the Official Journal.
Paragraph 1 now covers decisions under Article 16, 17 or 20 and includes withdrawal of registration among the situations requiring full reasons, whereas the earlier text covered only Articles 16 and 17 for registration and refusal.
Paragraph 2 adds EBA, EIOPA, the competent authorities and the sectoral competent authorities as recipients of the decision, replacing the earlier notification to the Commission, CESR and the other competent authorities, and paragraph 3 changes the list-update trigger to five working days following a decision under Article 16, 17 or 20, with the Commission's Official Journal publication occurring within 30 days of that update.
