In point 20(c), the earlier text tied placing on the market to a specific window between 18 September 1981 and 31 October 1993, whereas the later text instead ties placing on the market simply to before the entry into force of the Regulation, and moves the 18 September 1981 to 31 October 1993 date range into a new requirement for documentary evidence including proof that the substance was placed on the market by any manufacturer or importer within that window.
